LCCC ROTC Honors New City Officials

The La Carlota City College ROTC unit held a parade and review in honor of the newly-elected city officials last July 12, 2010 at the JPRC grounds, main campus of the institution.
Newly-elected Mayor Juliet Marie D. Ferrer led the honorees and was the guest speaker. The other honorees were Vice Mayor David T. Baga, Jr., SP members Julian M. Chiang, Annabelle Q. Bermudo, Karen L. Aguirre, Ciriaco D. Sia, Jr., Manuel R. Badillo, Mark G. Aguirre, Jimmy H. Mariño, Rex R. Jalandoon, Erwin B. Ponce, Jr., Brgy. Captains Elmar O. Aries, Joel S. Senares, Rembert A. Calimutan, Juanito S. Dionisio, Antonio V. Custodio, Francisco D. Oplas, Jose Luis A. Jalandoni, Nanette P. Escarsa, Rodolfo T. Jimenez, Sr., Oliver A. Ignacio, schools division Supt. Juliet A. Jeruta, P/Supt. David L. Cachumbo, Mrs. Lydia P. Ferrer, department heads Lee M. Debulgado, Ursula H. Tabieros and Neda J. Jamosale.
The review activities included the formation of troops, honor to the nation, presentation of command and honor and trooping the line. The ROTC commandant is Lt. Edward Intong, (Inf.) PA.
College President Fatima G. Bullos. college president welcomed the guests, visitors and spectators. Mayor Ferrer, she was introduced by professor Maylin M. Tongcua. The affair ended with a pass-in-review of the cadets.---RCV
200 Families Recipients of Health Cards
Two hundred indigent families from the different barangays of the city were recent beneficiaries of health card under the Negros Occidental Comprehensive Health program of the provincial government in collaboration with the 4th District congressional outreach and La Carlota City. The orientation and registration of the beneficiaries was held on September 3, 2010 at the multi-purpose gym.
The activity was facilitated by the provincial staff headed by Ma. Lina P. Sanogal, Provincial Planning and Development Coordinator, Liane Garcia, Provincial Social Welfare Development Officer and Mina Pellejo, procurement service head. The city and barangay officials who attended the occasion were Vice Mayor David T. Baga, Jr., SP members Jacob E. Liansing, Manuel R. Badillo, Karen L. Aguirre and Annabelle Q. Bermudo; Brgy. Captains Antonio V. Custodio, Juanito S. Dionisio, Elmar O. Aries, Rembert A. Calimutan and Jose Luis A. Jalandoni.
CESO Ma. Lina P. Sanogal explained that the program was implemented among Governor Alfredo G. Marañon, Jr., Vice Governor Genaro Alvarez, Cong. Jeffrey P. Ferrer and the city government. Each district in the province is funded with 20M pesos. Fifty percent equivalent to 10M Pesos will be provided by the province and another 10M is shared by the respective congressional district offices.
The program is aimed to assist the indigent families in the province. The health card can be utilized to shoulder accounts in excess of the PhilHealth coverage and for medicine and laboratory expenses of the beneficiary. The card is valid within one year from its issuance---RCV
La Carlota CHO Gets P1M Grant

The Grant Awarding Ceremony for the turn-over of the P1M check to the Family Planning Office of the Phil. (FPOP) – Negros Occidental was received by Mayor Juliet Marie D. Ferrer from POPCOM Regional Director Vicente N. Molejona in a fitting ceremony held July 15, 2010 at the Business Inn, Bacolod City.
FPOP is tasked to work closely with the La Carlota City Health Office in conducting the Responsible Parenthood Movement Classes for identified couples of reproductive age. Family Planning is its area of expertise, and its partnership with local government units will help couples realize their goals for their families. --- EFBJ.
Feeding Program Launched
Fifty mothers from the three barangays situated in the city proper joined the actual Sabay-Sabay sa Pasuso breastfeeding program launched by the City Health Office last August 20. 2010 at the covered court of Brgy. II – Poblacion at Sitio Carolina this was followed by a complementary feeding of young children.
Mayor Juliet Marie D. Ferrer was the guest of honor and speaker. She was joined by SPM Julian M. Chiang, CHO Erwina Frances B. Jalandoni, Brgy. Capt. Erlinda B. Domingo, kagawads Zaldy Magan, Gladwyn Ngitngit, Jervy Advincula, Bengge Bermudo, Cato Dollete, and various health workers.
Indigent families were also the recipients of Mayor Ferrer’s special donation. The qualified beneficiaries received rice procured through the first salary of the mayor. A total of 600 deserving families benefitted from the rice distribution.
The mayor explained that the simultaneous feeding activity for the children was aimed to lower to lower the incidence of malnutrition. She also reminded the recipients that she was fulfilling her election promise to provide rice to the needy from her salary. She further said that she was asking nothing in return, except to ask God for good health for her own children.
Brgy. head Erlinda B. Domingo, on the other hand, reiterated the importance of breastfeeding and the benefits of mothers’ milk to babies. SPM Chiang emphasized the value of the program to the parents and the role of the city government to implement the it consistently.
The actual number of babies breastfed were 50 coming from Brgy. I – 15, Brgy. II – 20, and Brgy. III – 15.---RGA
"Katas Ng VAT" Helps Elderly Folks

The second phase of “Katas ng VAT: Tulong kay Lola at Lolo”, an aid program for qualified senior citizens was held August 5, 2010 at the Sangguniang Panlungsod lot attended by 147 recipients from the 14 barangays of the city. Each beneficiary received the amount of five hundred pesos.
City officials present were Vice Mayor David T. Baga, Jr. and SP member Annabelle Q. Bermudo. The CSWDO staff who facilitated the activity were Ma. Elena C. Espartero, Jesselyn M. Magno, Melende L. Eseller, Angie S. Gelongo, Eva F. Caballero, and Eda C. Bedija with the assistance of Babes Figueroa, Margarita Murillo, and Ma. Fe Matusa from the Office of Senior Citizens Affair.
The recipients were Brgy I -4Brgy II – 13, Brgy. III – 11, Ara-al-21, Ayungon – 31, Balabag – 3, Batuan – 5, Cubay – 10, Haguimit – 6, La Granja – 16, Nagasi – 4, San Miguel – 8, RSB – 6, and Yubo – 9.
The Elderly folks expressed profound gratitude for the timely incentive. Many of them acknowledged the benefit as a means to buy much-needed maintenance medicines and other pressing needs.---CSWDO.
City Hosts 31st Disability Week
The City Government of La Carlota hosted the 31st National Disability Prevention and Rehabilitation Week on July 22, 2010 at the public plaza with the theme “Instrakturang Accessible ang Lahat ay Able”. The event was participated in by delegates from the cities of Bago, Kabankalan, La Carlota and the towns of Moises Padilla, Valladolid, Pontevedra, Pulupandan and Cauayan.
Mayor Juliet Marie D. Ferrer was the special guest and inspirational speaker. Other officials who delivered a message were SP Members Karen L. Aguirre, Annabelle Q. Bermudo and P/Supt. David L. Cachumbo. Ruth F. Villanueva, DepEd Administrative Officer talked on the topic education of persons with disabilities. The opening remarks was delivered by Estaneslao Tuma-ob, president, Association of Disabled Person, La Carlota City Chapter.
Different special numbers were rendered by the pupils of the Special Education classes and delegations from different places. After the program parlor games which included the longest line, wheelchair race, crutches racing and tin-tin kumpol were held.
A basketball game and a sitting volleyball matches were held at the city public plaza followed by the awarding ceremony. The event was facilitated by the City Social Welfare and Development Office headed by Julia M. Uy. ---RCV.
Tourism Week Observed
Different activities were held by the city government of La Carlota in the observance of Tourism Week held September 13-16, 2010 with the theme “Tourism and Biodiversity.” A short program was held at the multi-purpose gym on September 14 to mark the opening of the week-long celebration.
Mayor Juliet Marie D. Ferrer reiterated in her message that the tourism industry is one of the areas given priority as it provides livelihood opportunity to the people. SP Committee on Tourism Chairman Ciriaco D. Sia, Jr. gave the opening remarks followed by different dance and song numbers.
The “Delicacy de La Carlota” cook-off competition was held September 13 at the public plaza. Eight participants representing various barangays vied for the championship title. Among the menu prepared for the competition were Turon de Bico, Green Shell Torta, Larc Latoa Biscuit, Ube Delight, Mini Torones, Calabasa Yema and Larc Latoa Fave. From preparation of ingredients to the final tasting of the judges, Entry No. 1 entitled Turon de Bico of Debbie Jamora from Brgy. I – Poblacion declared was champion. She received a cash prize of P4,000.
A trophy making competition was also held joined by 12 participants. Adjudged champion was entry No. 14 of Redmond Nazareno of Brgy. Batuan. He won P4,000.00. The tourism quiz and cultural contest both for elementary and high school categories were also held in cooperation with the Dep.Ed.
The Fantasia Figura (Fantacy Costume) competition highlighted the celebration with twelve artworks presented on stage by its respective models. Entry No. 1 of Joe Aaron Espinosa of Brgy. Yubo was named as Fantasia Figura 2010 and won the best artist award. Entry No. 6 of Rene Trasporto representing Brgy. Ayungon was the 1st runner-up and best model entry. The 2nd runner-up was won by Danilo Gatucao, Jr. of Brgy. RSB.
The awarding ceremony for the winners in the different events followed after the competition with SPM Annabelle Q. Bermudo, ABC President Francisco D. Oplas and SK Federation President Erwin B. Ponce, Jr. as presentors. The event was facilitated by the City Tourism Office lead by tourism coordinator Maria Janeth B. Joseph.---RCV
LGU Employees Attend Workshop - Seminar

Around thirty seven employees of the city government attended the two-day leave administration workshop-seminar held on August 3-4, 2010 held at the main building conference room. The participants were composed of administrative officers and payroll clerks of the different agencies in the local government unit. The event was jointly conducted by the Civil Service Commission and the City Government through the Human Resource Management office.
Mayor Juliet Marie D. Ferrer welcomed the guests and the participants who reminded the employees to perform their respective tasks diligently as servants. The rationale of the workshop-seminar was discussed by HRM officer-in-charge Rommel C. Tam while the representative of each office was introduced by Merlie D. Briones.
Director Fernando O. Mendoza of the Civil Service Commission, Bacolod field office conducted the endeavor. He was assisted by Kristine M. Estorque, CSC personnel specialist. Among the major topics discussed were maternity leave, terminal computation of leave without pay and conversion of leave credits.---RCV
Dengue Cases Under Control
The dengue fever incidents in the city rose to 301 between January 1 – September 25, 2010. But despite the increase in cases, timely interventions by the City Health Office, the Don Salvador Benedicto District Memorial Hospital, Mayor Juliet Marie D. Ferrer, and the city officials, only one patient died from the disease.
Hardest hit was Brgy. II-Pob. With 75 cases while Brgy. San Miguel had only one. The lone fatality, a 7-yr. old child was a resident of Brgy. III. The CHO recorded the following statistics until third week of September: Brgy.I-22, Brgy. III-33, RSB-18, Ara-al-12, Ayungon-15, Balabag-11, Batuan-38, Cubay-28, Haguimit-8, La Granja-29, Nagasi-8, and Yubo-3. Dr. Erwina Frances B. Jalandoni, CHO, said that her office had closely watched developments and the number of cases was decreasing.
Mayor Ferrer procured necessary medical supplies like IV fluids and macro sets from her personal funds for indigent patients. AALCPI president Roberto J. Cuenca and Tony Trebol also donated, P50,000 for Resigen, a spray chemical and the Prov’l Health Office donated Abate as well.
The mayor also placed the whole city on alert status, promptly activating the Dengue Task Force through E.O. No. 12 issued on August 19, 2010. Consonant to this the Sangguniang Panlungsod enacted Ord. 2010-092 “strengthening and institutionalizing the La Carlota City Dengue and other tropical disease control program…”
Dengue, according to medical authorities, is also known as dengue fever spread by the bite of mosquitoes species with white “spots” on the body and head regions and has rings on the legs.
As the number of cases level off, local health workers continue to monitor the situation throughout the city.---CVL.

Twenty teams comprising the different local and national employees joined this year’s bowling match dubbed as the 1st Mayor Juliet Marie D. Ferrer inter-department bowling tournament slated to promote camaraderie, fellowship, bonding and physical fitness among the workforce.
The event officially opened on September 16, 2010 at the Negros Super Lanes and Entertainment Center, Goldenfield Bacolod City. The opening program was attended by Cong. Jeffrey P. Ferrer, Mayor Ferrer, Vice Mayor David T. Baga, Jr, members of the Sangguniang Panlungsod, department heads and some guests.
Cong. Ferrer was the guest speaker. He thanked the players for their cooperation and participation. “It is my dream that someday La Carlota City will have a bowling establishment“ he said. Mayor Juliet Marie D. Ferrer declared the tournament open after her short message. Tournament head Ismael A. Salvacion welcomed and introduced the different teams while Ruben D. Guerra, SGRO I, led the oath of sportsmanship.---RCV.

June 16, 1955 - August 5, 2010

Newly elected Sangguniang Panlungsod Member Mark G. Aguirre passed away last August 05, 2010 after the motorcycle he was back-riding on featured in an accident with another motorcycle in a highway leading to the poblacion. He sustained a fatal head injury and was pronounced dead on arrival at the Don Salvador Benedicto District Memorial Hospital. He was 54.
A nephew of former Mayor Juancho G. Aguirre and the late Mayor Marcelo G. Aguirre, Jr. he is a survived by his wife Amalia de Dios-Aguirre and children Ester Grace, Mark Jr., Michael Paul, Bettina Andrea, and Danielle Kate.
He was interred at the La Carlota Memorial Park after a funeral/necrological service in the afternoon of August 11, 2010 attended by city officials, business partners, kins and relatives, friends and sympathizers. ---RGA

Development Council, POC Reorganized

The City Development Council now chaired by Mayor Juliet Marie D. Ferrer held its reorganization meeting on July 27, 2010 to designate the new members. Ferrer welcomed the participants and asked for the support as they start a new course in public administration and service.
Present at the meeting were Admin. Officer IV Homer Q. Bermudo, SP members Luis J. Jalandoni III, Annabelle Q. Bermudo, ABC President Francisco D. Oplas, City Administrator Jerico D. Jalandoni, Brgy. Captains Nanette P. Escarsa, Benson F. Pilar, Oliver A. Ignacio, Antonio V. Custodio, Rembert A. Calimutan, Elmar O. Aries, Juanito S. Dionisio, Joel E. Rumbines and Leoni Meih R. Salvador.
The new composition of the CDC is as follows: Social Development Sector – Brgy. Capt. Erlinda B. Domingo, chairman and Brgy. Capt. Joel E. Rumbines, vice chairman. The members are Brgy. Capts. Leoni Meih R. Salvador, Elmar O. Aries, and Benson F. Pilar. Economic Development Sector-Brgy. Capt. Jose Luis A. Jalandoni, Chairman, and Brgy. Capt. Joel S. Senares, vice chairman. Members are Brgy. Capts. Oliver A. Ignacio and Juanito S. Dionisio.
The Environment Development Sector is chaired by ABC President Francisco D. Oplas, and vice chairman is Brgy. Capt. Rembert A. Calimutan. The members are Brgy. Capts. Antonio V. Custodio, Rodolfo T. Jimenez, Sr. and Nanette P. Escarsa.
The body also unanimously approved a resolution for the purchase of two units garbage trucks.
Meanwhile, pursuant to Executive Order No. 739 promulgated on August 19, 2008 Mayor Ferrer issued Executive Order No. 09, Series of 2010 reorganizing the Peace and Order Council for 2010-13.
With Mayor Ferrer as the chairman, and Vice Mayor David T. Baga, Jr as the vice chair the members of the POC are: Hon. Jacob E. Indigent Families Benefit from
Mayor Ferrer's Rice Assistance
Around 400 indigent families of Brgy. San Miguel, La Carlota City were the recipients of the rice assistance program of Mayor Juliet Marie D. Ferrer. The distribution was held on September 29, 2010 at the public plaza of the said barangay.
Mayor Ferrer said that the rice distribution program is the fulfilment of her promise that she would use her salary to procure rice for poor families in the different barangays.
The beneficiaries came from Sitio Dulom, Hda. Palencia - Arriba Estela A and B, San Miguel, and Hda. Salamanca. They were identified by the barangay officials and their health workers.
Mayor Ferrer allocated the amount of P40,000 from her salary every month for rice distribution. A total of 24 sacks were distributed at 3 kilos to each family. Also present were Vice Mayor David T. Baga, Jr. SP members Ciriaco D. Sia, Jr., Manuel R. Badillo, Julian M. Chiang, City Admin. Jerico D. Jalandoni, Brgy. Captain Benson F. Pilar and the councilmen.
Brgy. San Miguel was the second barangay that benefited from the project since Mayor Ferrer started her term in July 2010. Last month 600 recipients from Brgy. II – Pob. were beneficiaries of the program. Other barangays are also slated to avail of the asssitance in the coming months, the mayor assured.---RCV.
