"LA CARLOTA BOOM" and the 8-POINT AGENDA

     Our Centerpiece Program is anchored on the anti-poverty thrust and campaign through building the FIRST GIANT STEPS towards the formation of an ENTREPRENEURIAL GOVERNMENT in working towards economic reform abd development. An entrepreneurial government would include investment's packaging program that hopes to increase investments by building investor's confidence in La Carlota. It also involves the development and conduct of entrepreneurial skills or enhance managerial competence of would-be or existing entrepreneurs.
     " LA CARLOTA BOOM" was consequently conceptualized out of the ardent desire to increase a vision towards an economic turn about in La Carlota City. Creating an "economic BOOM" should be aggressively pursued by building an entrepreneurial community and a pro-active role in encouraging good business and investments' climate.
     The program is also aimed to uncover entrepreneurial skills that can create jobs to primarily address the alarming level of unemployment in the city. It also involves the active coordination and linkages with the provincial, national and international agencies for programs and projects that could build greater business opportunities.
     The Economic Development Program also includes Food Security through increased agricultural productivity and improved Agricultural and Technological Facilities. Moreover, Livelihood Programs are also encouraged.

Components of Our 8-Point Agenda

Health and Social Services

1. Upgrading of Medical Facilities and Provision of additional medical personnel at the District Hospital and City Health Centers.
2. Increase frequency of Mobile Clinics to rural areas.
3. Provision of additional transportation allowances and other benefits to Barangay Health Workers (BHW), Barangay Nutrition Scholars (BNS) and Day Care Workers (DCW).
4. Improvement of Day Care Centers and Facilities.
5. Increase assistance to indigent and handicapped patients.
6. Provision of additional equipments for the Disaster Preparedness and Disaster Management Program.
7. Encourage more Blood Letting Activities.
8. Make La Carlota a Gender Responsive and Child Friendly Community by actively organizing Women's and Children's Organizations.
9. Assistance to Senior Citizen's Federation.

Infastructure Development

1. Electrification and Potable Water Supply Programs for remote sitios and puroks of some barangays.
2.   construction of more farm-to-market roads.
3.   Construction of a new Slaughterhouse.
4.   Construction of Community Centers for Barangays.
5.   Drainage Construction and Rehabilitation.
6.   Improvement of Relocation Sites.
7.   Improvement of Government Buildings and premises.
8.   Provision of Housing Program for Public School Teachers.
9.   Establishment of Stock Yard.

Peace and Order

1. Improve the response capability of the Philippine National Police.
2. Develop programs to strengthen the Barangay Civilian Volunteers Organization (TANOD).
3. Conduct periodic evaluation on the accomplishments of the City Peace and Order Council and Anti- Drug Abuse Council.
4. Develop programs for the welfare of rebel returnees.

Education

1. Upgrading of the physical facilities of the La Carlota City College.
2. Ensure sufficient classrooms, chairs, laboratory, sports facilities and books for every elementary school in the city.
3. Maintain basic computer education to elementary and high school students.
4. Provide Scholarship Program for tertiary education to poor and deserving students.
5. Conduct of Skills Training and Non-Formal Education to out-of-school-youth.

Tourism

1. Improve Tourist Destination Facilities.
2. Increase provisions for the PASALAMAT FESTIVAL.
3. Establishment of tourist Information Center.
4. Develop a Mini-Zoo and an Ecological Park in Guintubdan.

Environment

1. Good Ecological Governance through:
             A.     Conversion of Dumpsite into Land Fill.
             B.     Effective Solid Waste Management
                     (Educating the masses on its implementation)
             C.     Sound Governance of the Forest Lands.
2. Intensive Clean and Green Program

Youth and Sport Development

1. Construction of sports facilities in the city including a swimming pool within the Sports Complex.
2. Encourage more community programs and sports competitions among the Sangguniang Kabataan
Organizations.

Good Governace / Administration

1. Constant Consultation with the people.

3. Responsive Leadership with Good Moral Ascendancy.
4. More Personnel Development Programs.
5. Automation of Public Offices.
